    Dear Dr Asar

    For the sake of those who are hearing Pervez first time, could you kindly elaborate on what it really means when Pervez says that in an Islamic state there will be no rulers and the ruled. How would then, the administration of services at a state, provincial and local level work??

    ASARULISLAM’S COMMENT: Thanks Mubashir Bhai: As you well know, an Islamic State functions under the SYSTEM OF SALAT: A rule of law based on the Law of God with all policies and procedures based on the common law. ( Maroof ) Citizens get due representation in every aspect of law making, food and wealth are distributed equally to all, and everybody gets an equal opportunity to life, liberty and pursuits of happiness, with accountability to Allah . The State is the embodiment of Allah and people serve Allah by serving the State.

    Dear Dr. Asarulislam Saheb, thanks for sharing this video. Watching this video of Baba Jee, I miss my dad Ahmad Subhani dearly (passed away on Jan 4th 2011) He would have loved it. He was not only a great admirer of Parvez Saheb but also had a very close relationship with him since childhood. Parvez saheb was my grandfather Mian Fazal Mohammed Subhani’s close friend and colleague(Both work together in Government of India and then Pakistan and were staunch supporter of Pakistan movement) My Father’s library is filled with books from Tolu-e-Islam trust and few years back he donated some very precious books and copies of Tolu-e-Islam magazine dated back from it’s early days(1938 onward) to Tolu-e-Islam library in Islamabad. He was also very proud of the fact that Parvez Saheb performed his Nikkah ceremony in Sialkot. May they rest in peace.
    May Allah grant you, Dr. Shabbir and others like you who at at this time and age are the torch bearers of this Noble mission.

    Parvez Sahib’s books have been sold in thousands. We all need to get together and save Pakistan. Your letter furthers my hope and my mission. Our grand parents from Sialkot must have known one another well. Quran indeed is the greatest source of love.

    @Mubashir – Also, i need to add my two cents here..
    first of all, its not pervez sahib who has said this.. (no ruled nor rulers). He was merely explaining a verse of Allama Iqbal’s. secondly, I think, and please correct me if I am wrong, that it is said so more symbolically than anything else. He is laying emphasis to convey that the rulers will be answerable to the ruled. ( the term public servant conveys something like this too) urdu main hum sab ko yeh istilah yaad hai: ” Qaum ka Aqa Qaum ka ghulam hota hai” Right. ??

    Dear Mubashir, the concept of no rulers and the ruled, has been explained in Quran as;
    وَٱلَّذِينَ ٱسْتَجَابُو۟ا لِرَبِّهِمْ وَأَقَامُو۟ا ٱلصَّلَوٰةَ وَأَمْرُهُمْ شُورَىٰ بَيْنَهُمْ وَمِمَّا رَزَقْنَٰهُمْ يُنفِقُونَ (42:38
    The SYSTEM of SALAAT should be based on Mutual consultation.

    A system based on the concept of justice, equality and social welfare, which is the duty and responsibility of government or Central authority;
    (22:41)
    ٱلَّذِينَ إِن مَّكَّنهُمْ فِى ٱلْأَرْضِ أَقَامُو۟ا ٱلصَّلَوٰةَ وَءَاتَوُ۟ا ٱلزَّكَوٰةَ وَأَمَرُو۟ا بِٱلْمَعْرُوفِ وَنَهَوْ۟ا عَنِ ٱلْمُنكَرِ وَلِلَّهِ عَٰقِبَةُ ٱلْأُمُورِ

    In addition to that, Quran also says no laden will bear the load of other, while Human labor should be the primary means of wealth generation.
    أَلَّا تَزِرُ وَازِرَةٌ وِزْرَ أُخْرَىٰ (53:38
    وَأَن لَّيْسَ لِلْإِنسَٰنِ إِلَّا مَا سَعَىٰ (53:39
    وَأَنَّ سَعْيَهُ سۥَوْفَ يُرَىٰ (53:40
    ثُمَّ يُجْزَىٰهُ ٱلْجَزَآءَ ٱلْأَوْفَىٰ (53:41

    Another important aspect which needs to be considered is that there will be ranks among people based on their performance of task or duties;
    وَرَفَعَ بَعْضَكُمْ فَوْقَبَعْضٍ دَرَجَٰتٍ لِّيَبْلُوَكُمْ فِى مَآ ءَاتَىٰكُمْ (6:165
    وَلِكُلٍّ دَرَجَٰتٌ مِّمَّا عَمِلُو۟ا وَلِيُوَفِّيَهُمْ أَعْمَٰلَهُمْ وَهُمْ لَايُظْلَمُونَ (46:19
    Every human being has been granted different potential to invest labor, earn and spend.
    وَلَٰكِن لِّيَبْلُوَكُمْفِى مَآ ءَاتَىٰكُمْ فَٱسْتَبِقُو۟ا ٱلْخَيْرَٰتِ (5:48
    But He decided to let you test yourselves by what (potentials) He has granted you. So, outdo one another in ٱلْخَيْرَٰتِ.
    A class difference will always be there, based on natural inclinations as well as diversity of tendencies, aptitudes and tastes or preferences of people.
    We need to understand that wealth is not banned in Islam;
    قُلْ مَنْ حَرَّمَ زِينَةَ ٱللَّهِ ٱلَّتِىٓ أَخْرَجَ لِعِبَادِهِ وۦَٱلطَّيِّبَٰتِ مِنَٱلرِّزْقِ قُلْ هِىَ لِلَّذِينَ ءَامَنُو۟ا فِى ٱلْحَيَوٰةِ ٱلدُّنْيَا (7:32
    However, wastage is prohibited.
    وَكُلُو۟ا وَٱشْرَبُو۟ا وَلَاتُسْرِفُو (7:31

    Everyone has a right to become rich by sheer hard work. If someone is not working and still enjoying the standard of living equivalent to a hardworking individual, it cannot be regarded as justice or equality. There is no restriction as such on becoming rich if you are working harder than others. Just one condition though, which says, the more an individual earns, more he/she is required to contribute in the welfare system.

    It is the responsibility of central authority (government) to collect and distribute wealth among needy and deprived ;
    خُذْ مِنْ أَمْوَٰلِهِمْ صَدَقَةً تُطَهِّرُهُمْ وَتُزَكِّيهِم بِهَا وَصَلِّ عَلَيْهِمْ إِنَّ صَلَوٰتَكَ سَكَنٌ لَّهُمْ وَٱللَّهُ سَمِيعٌ عَلِيمٌ (9:103
    Recover/accept from their wealth صَدَقَةً, which will purify their characters and evolve them to a higher degree…
    However, wealth should not be extracted by force, rather through proper legislation.
    لَآ إِكْرَاهَ فِى ٱلدِّينِ (2:256
    there is absolutely no compulsion or coercion in ٱلدِّينِ

    Whereas those who spend, will do it for the sake of Allah;
    (2:272)
    وَمَا تُنفِقُو۟امِنْ خَيْرٍ فَلِأَنفُسِكُمْ وَمَا تُنفِقُونَ إِلَّا ٱبْتِغَآءَ وَجْهِ ٱللَّهِ وَمَاتُنفِقُو۟ا مِنْ خَيْرٍ يُوَفَّ إِلَيْكُمْ وَأَنتُمْ لَا تُظْلَمُونَ Whatever good you give benefits your own ´self´ when you spend for the sake of Allah. Whatever good you give will be repaid to you, without the least injustice.
    What to spend?
    The answer is given in the following verse;
    مَاذَا يُنفِقُونَ قُلِ ٱلْعَفْوَ (2:219
    they may open up for spending, that can be given easily, keeping in mind the security / safety for future.

    Also to be noted here that it is the responsibility of government to see that wealth should not circulate among few riches of the society;
    لَايَكُونَ دُولَةًۢ بَيْنَ ٱلْأَغْنِيَآءِ مِنكُمْ (59:07
    that it may not keep revolving between the wealthy among you…

    This creates a system which guarantees provision of food and comforts of life, free of charge and equally to everyone.
    (9:59)
    وَلَوْ أَنَّهُمْ رَضُو۟ا مَآ ءَاتَىٰهُمُ ٱللَّهُ وَرَسُولُهُ وۥَقَالُو۟ا حَسْبُنَا ٱللَّهُسَيُؤْتِينَا ٱللَّهُ مِن فَضْلِهِ وۦَرَسُولُهُٓ اۥِٕنَّآ إِلَى ٱللَّهِ رَٰغِبُونَ
    (9:60)
    إِنَّمَا ٱلصَّدَقَٰتُ لِلْفُقَرَآءِ وَٱلْمَسَٰكِينِ وَٱلْعَٰمِلِينَ عَلَيْهَا وَٱلْمُؤَلَّفَةِقُلُوبُهُمْ وَفِى ٱلرِّقَابِ وَٱلْغَٰرِمِينَ وَفِى سَبِيلِ ٱللَّهِ وَٱبْنِٱلسَّبِيلِ فَرِيضَةً مِّنَ ٱللَّهِ وَٱللَّهُ عَلِيمٌ حَكِيمٌ
    AL FUQARA (Hungry and destitute), AL MASAAKEEN (whose workability is hampered), AL AAMILEEN (Workers performing the duty of collection and distribution), AL MOALLAFAT E QULUB U HUM (Whose hearts are to be brought together), WA FIL R’RAQAABE (Freeing the captives – means those under obligation due to any reason), AL GH’ARIMEENA (Those under any sort of debt), FEE SABEEL E ALLAH (Other Welfare works for the society for example; health, education, public services etc.) and IBN E ASSABEELE (Those who are struggling to join the path of welfare).

    Please note that welfare should always be at minimum level, providing the basic necessities of life for everyone. Anyone desirous of better standard of living must go out and work hard (He/She has all the rights to earn it). Lucrative welfare grants by government can always spoil people in a way that majority of population would prefer living on welfare money rather than going out to work.

    Dear Junaid

    Thanks your comments. Make sense. However, a society and even a home cannot function without a sytem of administration. Once the rules are known, they have to be implemented. Those resisting implentation or misinterpretting the rules with bad intent have to be dealt with. I think in a salaat system, those responsible to make sure rules are followed are public servants. In the past, such people were perhaps called Ulul Amr (The ones with authority). We also know the system was run by a Khalifa.

    Dear Brother, you are right. Of course no system can work without proper administration. As you can see in my previous post where I have used the terms “central authority” or “Government” which consists of a group of administrators managing state affairs.

    Let me share the concept of Islamic system of governance by Allama G.A. Perwez;

    The following are the ingredients of this system they project in the whole tenure of their life:

    1. The Quran i.e. Islam’s Constitutional Code
    2. The Centre i.e. the implementing force of the Divine Code and
    3. The Party – the individuals of the society with whom this system is established.

    And the following two are the principles and foundations of its pragmatic execution:

    1. Complete harmony among the individuals of the society i.e. one heartedness, one vision, one footedness and
    2. Subordination to the Centre!

    Yes you are right about the term ULIL AMR used for administrators and technocrats working to implement the Islamic code. However, the term “KHALIFA” does not represent “central authority”, rather it has been used in Quran to define the concept of inheritance on Earth by nations and not an individual;
    وَهُوَ ٱلَّذِى جَعَلَكُمْ خَلَٰٓئِفَ ٱلْأَرْضِ (6:165
    وَيَسْتَخْلِفَكُمْ فِى ٱلْأَرْضِ فَيَنظُرَ كَيْفَ تَعْمَلُونَ (7:129
    Somehow the Persian Historians (for example Tabari) converted this term into “central authority” and attached it to Abbasid autocrats.

    Please note that the term “NABI” has consistently been used in Quran to represent the central authority. Also the term “RASOOL” has been used for the one who carries or conveys the message.
    Let me try and explain the concept of “NABI” and “RASOOL” (as I have understood from Quran);

    RASOOL is the messenger appointed to convey the message to mankind. NABI is a messenger who carries the message as well as the authority to implement the system based on Quran. NABI is always a RASOOL but RASOOL is not always a NABI because at times RASOOL does not have the authority to implement.

    Now comes the role of those resisting and misinterpreting the rules with bad intent (as per your statement);

    (6:112) Remember, We have appointed to every NABI enemies. The rebellious among the urban and the rural populations rose in opposition (since the message struck at their personal interests).

    Forces which control means of wealth generation and distribution actually control everything in the society. These forces cannot accept an economic system based on social welfare and they always oppose the concept of equal wealth distribution.

    Going back to definition of NABI (having authority), I got to a conclusion that these forces ultimately surrender to RASOOL giving him the status of NABI and all the individuals of the society join hands with NABI in a state of harmony.

    Another important term MALAIKA which has been used in Quran to define the forces of society (Individuals having authority) helping NABI to implement an economic and legislative system based on Quran (constitutional code).
    (Please note that MALAAIKA are not the “supernatural beings with wings” as portrayed by Jews, Roman Catholics and Persian writers)

    33:56 gives us exactly the same message and it states that ALLAH showers his blessings on AL_NABI, and MALAAIKA (forces of society) submit to the authority (accept the authority of NABI) and support him in his mission. Believers having faith in peace and harmony have also been asked to accept the authority (submit to the authority) of NABI and support him.

    As a conclusion We can say that those who would implement the welfare system based on peace, harmony, justice, equality, growth and development are ULIL AMR who could be considered as the true representatives of NABI and the true followers of Quranic constitution.

    A word of caution to those who have not read Pervez . He believed the word Salat is following Allahs guidance closely of which (he also believed) Salat the prayer was a component.
